APPLICANTS' RESPONSE TO THE BOARD'S ORDER (SEEKING INFORMATION ON DOCUMENT COPIES AND COSTS)
On December 1,
1982, the Atomic Safety and Licensing Board issued an Order (Seeking Information on Document Copies and Costs) in which the Board posed several questions to ' - the NRC Staff and Applicants.

Applicants file with the NRC Staf f varying numbers of copies of the documents which they prepare and submit in suppoit of their application foc operating licenses, depending upon the nature of a particular document.
For example, Applicants file 6i~_;
copies of each FSAR amendment.

fourteen copies of each FSAR amendment for distribution to various state and federal agencies and National Laboratories, 39 copies for distribution to other entities such as the architect-engineer and vendors, 34 copies for Applicants' internal use and 27 copies for other purposes, including extras.

Were Applicants directed to make four copies of
. doc ments in addition to those which Applicants customarily make,
'the incremental cost for each 8 1/2" x 11" page would be between 3 and 3 1/2 cents per page.
Applicants' incremental cost to reproduce oversized figures would be between 35 and 40 cents per page due to the irregular size of the figures and the process involved in reproducing such figures.
Oversized figures comprise approximately 1/8 to 1/10 of a typical FSAR or ER amendment.

Applicants' approximate handling and postage costs, per intervenor, to serve a typical (500 pages) PSAR amendment would be $4.44.
The approximate costs of postage and handling, per intervenor, for a 20 page document would be 37 cents.

In 1982, Applicants have transmitted to the NRC Staff approximately 5,000 pages of material for Staff review.
Applicants estimate that they will be filing approximately the same number of 'pages of material for at least the next two years.
Applicants accept the Board's estimate of 2,000 pages per year for the years thereafter.
Using those assumptions and assu:ning further that this proceeding is concluded in December 1986 (including all reviews of the Initial Decision), Applicants would be filing a total of 14,000 pages of material.
Applicants have conservatively assumed a
cost of 4 cents per page for 2

reproduction costs which takes into account that approximately 1/8 of the material will consist of oversized figures.
The cost of reproducing 14,000 pages at 4 cents a page is $3,360.00.
Applicants have further made a conservative estimate that the costs of postage and handling for the four year period will be
$180.00 per intervenor, or
$720.00 total cost.
The total approximate cost of serving six intervenors with the material, therefore, would be $4,080.00.
Applicants do not have sufficient data to estimate with any degree of accuracy the total costs of this licensing proceeding and cannot, therefore, derive what percentage of such costs would be composed of costs relating to service of documents.
Applicants wish to emphasize that in the estimates set forth above, labor costs are not included due to the difficulty in estimating such costs.
Applicants wish to note further that while the Board has asked Applicants to assume in answering these questions that there are six intervenors, Applicants will be serving an additional person, i.e.
Dr.
Phyllis Lotchin.
