Gentlemen:

'Ihe purpose of this letter is to request an exenption from the time i

requirement addressed in 10CFR55.45(b) for certification of Plant Referenced Simlators.

Dn=ne Light Ctmpany is requesting a tenporary exenption for a certiMed simlator facility consisting solely of a plant referenced simlator for Beaver Valley Unit 2.

'Ihis request for exenption is in accordance with 10CFR50.12(v) in that the exenption would provide only tenporary relief from the applicable regulation arxl that D n = ne Light Canpany has made good faith efforts to ocmply with the regulation in that a Unit 2 Plant Specific Simulator has been ordered and is scheduled for delivery and operation in 1991.

A plant reference simlator for Unit 2 was ordered in January 1989, and is scheduled to be ready for training of our personnel in August 1991.- 'Ibe certification Report for our Unit 2 Plant Referenced Simlator' is being developed as part of the Acceptance 'Nst Process and will be provided to the NRC.

We plan on subnitting the certification report for this simulator by

- l August 1991, but no later than 60 days prior to scheduled examinations.

'Ihis exenption will not interfere with any scheduled NRC licensed examinations in that our next scheduled simlator examination for Unit 2 personnel is currently in August of 1992.

It should be noted that the Beaver Valley Unit 1 Plant Specific Simlator is presently being effectively used to corxtuct training and evaluation for Unit 2 personnel and the Unit 1 Simulator will meet the required certification schedule.

'Ihe Unit 1 Simulator will be used to conduct the current cycle annual operating examination for Unit 2 personnel in the same manner as our July 1990 Unit 2 NRC Requalification Examination.

Considering our effort to provide a plant referenosi simulator for our Unit l

2 perscrinel in 1991 ard our next scheduled examination date, we believe we have satisfied the requirements for an exanption in accordance with 10CFR50.12.
