Citizens Awareness Network October 26, 1993 P.O. Box 83 4
Shelburne Falls, Massachusetts 01370 I
Dear Members of the Citizens Awareness Network:
During our conference call of August 4,1993, a concern wTs voiced by a member of the Citizens Awareness Network about the lack of notif tation of the public, prior to the transportation of radioactive wastes from the Yankee Nuclear Power Station near P we, Massachusetts.
We nave been informed that ti-
- nkee Atomic Electric Company (YAEC) is pianning to ship the Yankee ;.. e steam generators, pressurizer, and reactor vessel (RV) internals to South Carolina before the end of June 1994. The NRC requirements for the advance notification of waste shipments of this kind are
)
contained in NRC regulation 10 CFR 71.97.
Under this regulation, notification i
of such shipments is the responsibility of YAEC. The quantity and concentration of radioactive material in the steam generators and the pressurizer are below the levels for which the regulation requires advance notification. The regulation does require that the licensee give advance notice to the governors of states in which the reactor vessel internals will travel, because of the radioactivity present in those internals. Shipment of the RV internals will be in containers that have been reviewed and approved by the NRC. The steam generators will be filled with concrete, sealed, and prepared for shipment with additional shielding so that they may be certified as their own shipping container. The review of the required Transportation Certificate for the steam generators is currently being conducted. The pressurizer, which contains amounts of radioactive material below NRC l
packaging requirements, will be shipped in accordance with Department of i
Transportation regulations.
l The notice criteria of 10 CFR 71.97 represent the minimum requirements of the i
NRC. However, the licensee has committed to provide prior notice to the j
police of each affected community regarding the steam generator and pressurizer shipments. The state police function as the local police in these communities and will receive advance notification from YAEC.
In addition, the licensee has committed to prior notification to the appropriate state agency of all radioactive waste shipments from the plant.

Dear Members of the Citizens Awareness Network:
During our conference call of August 4,1993, a concern was voiced by a member of the Citizens Awareness Network about the lack of notification of the public, prior to the transportation of radioactive wastes from the Yankee Nuclear Power Station near Rowe, Massachusetts.
We have been informed that the Yankee Atomic Electric Company (YAEC) is planning to ship the Yankee Rowe steam generators, pressurizer, and reactor vessel (RV) internals to South Carolina before the end of June 1994. The NRC requirements for the advance notification of waste shipments of this kind are contained in NRC regulation 10 CFR 71.97. Under this regulation, notification of such shipments is the responsibility of YAEC.
The review of the required Transportation j
Certificate for the steam generators is currently being conducted. The pressurizer, which contains amounts of radioactive material below NRC packaging requirements, will be shipped in accordance with Department of Transportation regulations.
The notice criteria of 10 CFR 71.97 represent the minimum requirements of the NRC. However, the licensee has committed to provide prior notice to the police of each affected community regarding the steam generator and pressurizer shipments. The state police function as the local police in these communities and will receive advance notification from YAEC.
