RESPONSE TO QUESTIONNAIRE Enclosed is our response to the questionnaire forwarded in your February 11, 1992 memorandum, concerning the agenda for your staffs' National Program Review visit to Region V during February 25-26, 1992. An advance copy of our response to the questionnaire was sent via facsimile to George Deegan on February 20, 1992, and additional information for Attachments 1 and 3 were provided during the visit.

This is being submitted after the review to provide a record of all the data that has been provided.

A.

General 1.

Current staffing plan for DRSS is included as Attachment 1.

Also, provided on page 5 of Attachment 1 is a crosswalk to explain where the NMSS resources can be found in the staffing plan. The DRSS organizational chart is included as Attachment 2.

The interface with Headquarters is considered very good. Particularly, we find the monthly conference calls to be very helpful. However, we do encourage more discussion of proposed and current rule and policy changes during the monthly conference calls.

The Technical Assistance Request procedure appears to be working well; although, there are a few problem cases where the response was long in coming and/or did not completely resolve the issue.

Informal telephone discussions with members of the NMSS staff are often helpful and we appreciate their assistance on an as-needed basis.

There is an increasing need for new model licenses, standard conditions and guides with recent changes in the regulations.

Increased effort to provide these documents this year would be greatly appreciated.

Also, we have found licensing / inspection workshops have been very helpful for good communications between Headquarters and the regions and between regions as well as helping to maintain consistency l

between regions. We recomend more frequent workshops. The last i

one took place approximately two years ago.

Region V issued a letter to all Region V medical licensees to remind them that the new Quality Management and Misadministration Rule would become fully effective on January 27, 1992.

(See Item i

B.2c below). This letter was helpful in increasing the number of timely responses and reduced the effort required to deal with late responses.

The expenditures for FY 91 and FY 92 to date (January 31,1992)are provided in the Resource Utilization in Hours reports, Attachments 3 and 4.

Also provided is a RWAT report with data throu 1992, (Attachment 4A) and a supplement (Attachment 4B)gh February 8, which describes the actions taken to improve the utilization of NMSS resources.

A summary of the accomplishments for FY 91 and FY 92 to date compared to the Operating Plan is provided as Attachment 5.

Fuel Cycle and Nuclear Materials.

1.

No changes are currently anticipated.

2.

Regional Initiatives (a)

Fuel Facilities Inspections Use the lessons learned from NUREG 1450 (GE Wilmington IIT) for inspections at Siemens Nuclear Power Corporation and General Atomics, including assessments of adequate management oversight and control at each facility.

(b) Materials Inspections Inspections have been performance based. We maximize our opportunities to observe licensees doing licensed activities including field inspections.

In FY 91,13 field inspections (including 3 Reciprocity Inspections) were conducted.

In FY 92 to date, 5 field inspections (including 3 reciprocity inspections) were conducted.

(c) Materials Licensing j

(1) A letter was sent to all Region V medical licensees to advise them that the new Quality Management and Misadminis-i tration Rule would become effective on January 27, 1992.

(

The letter (See Attachment 6) informed the licensees that

{

they needed to submit a Quality Management Program and a j

written certification that the Quality Management Program had been implemented. This initiative was successful in prompting most of the licensees to make a timely submittal.

Only 2 licensees have not made the required submittal to date. This has reduced the time and effort required to deal with late submittals.

(2) Peer reviews have been conducted of almost all licensing cases since early in 1991. This has improved the quality of the materials licensing actions and provided increased confidence that proper actions have been taken.

(3) Pre-licensing visits of selected large materials licensees have been made to improve the quality and timeliness of the licensing actions.

Transportation 1.

Table 1 has been revised to correctly show 70 inspections of IP 86740 at materials facilities in FY 91, with eight violations issued and one inspection of IP 86740 at a fuel cycle facility (See Attachment 7.)

Also, we have determined that 21 inspections have been conducted of i

IP 86740 at materials facilities with 3 violations issued for FY 92 to date.

No regionally generated field notes are used.

For materials facilities, the field notes provided by NMSS as part of IP 2800 are used.

The September 26, 1991, memorandum from Robert F. Burnett lists only one licensee in Region V that is an NRC-licensed radiographer without a QA Program. The licensee listed is not a radiographer and the license was terminated on October 21, 1991. However, the Region V materials inspectors routinely verify that radiographers have an approved QA Program for radioactive material packages.

There are no Category I fuel facilities in Region V.

IT SHOULD BE NOTED IN THIS REGARD THAT A NUMBER OF RECENT ACTIONS HAVE BEEN TAKEN WHICH SHOULD SIGNIFICANTLY CHANGE THIS PICTURE. THESE ACTIONS INCLUDE: AN OFFER WAS RECENTLY MADE TO A NEW INSPECTOR (NAME PRUITT) KENT PRENDERGAST WHO WAS QUALIFIED AS A MATERIALS INSPECTOR IN JANUARY IS NOW FULLY DEDICATED TO NMSS ACTIVITIES MIKE CILLIS HAS BEEN ASSIGNED TO WORK 25% OF HIS TIME ON FUEL FACILITIES FREIDA TAYLOR, AN EMPLOYEE INVOLVED IN A MASTER'S DEGREE PROGRAM HAS BEGUN WORKING IN THE MATERIALS AREA IN ADDITION, REGION V HAS IDENTIFIED A SUMMER HIRE FROM THE UNIVERSITY OF NEW MEXICO WHO WILL WORK IN THE NUCLEAR MEDICINE AREA.
