The purpose of the meeting, whichincludedrepresentativesfromtheNationalOceanic& Atmospheric Aaministration, the Environmental Protection Agency, the Department of Energy, the U.S. Navy and the State of California was to share information concerning Legislation s
radioactive waste disposal oft the Farallon Islands in California.

Amax Site visit Nuclear, Regulatory Commission (NRC) staff members visited the Amax site near Parkersburg, West Virginia, on June 26-27, 1990, accompanied by representatives from the Department of Energy (DOE) and Amax, Inc. Under the-terms of the Nuclear Waste Policy Act of 1982, DOE is to take custody of sites, such as Amax, where low-level radioactive wastes trom zirconium processing have been disposed.
The-Act requires that NRC determine the site has been adequately decontaminated and. stabilized, and that adequate financial arrangements have been made for the site's'long-term maintenance. The licensee has decontaminated the site in ac-cordance with NRC requirements and has made preliminary financial arrangements.
After seeing the site, DOE is now contemplating whether to ask Amax to provide Once this issue is resolved and turther information on groundwater monitoring.

Unintentional Overexposure of Intant's Thyroid (Update)
Region V staff, HMSS and an NRC Medical Consultant have completed the
.onsite inspection and are continuing to evaluate an incident at the Tripler Arrqy Medical-Center in Honolulu, Hawaii. A nursing mother was given a 4.89 millicurie dose of iodine 131 on June 19, 1990 and a substantial fraction of that dose was passed to the mother's nursing infant resulting in a thyroid gland ablation dose to the intant.
Extensive dose assessment by the Oak Ridge National Laboratory utilizing data from whole body and thyroid scans and analysis of two breast milk samples inoicate a dose to the intant's whole body of 17 rem and 30,000 rem to the thyroid gland.

GRAND GULF NUCLEAR STATION Entergy Operations, Inc., the. licensee for Grand Gulf, advised that the Govt.rnor of Mississippi signed a bill on Wednesday, June 27, 1990, which defines how tax revenues from Urand Gulf will be distributed to counties in Mississippi served Dy Mississippi Power & Light Company. This law supersedes a previous law which l-Claiborne County contested in a lawsuit as not properly apportioning tax revenues to the County and the City of Port Gibson.

The LASCAR Project, conceived as'a result of a Japanese initiative, has the objective of identifying technical features of large scale reprocessing plants that will 1mpact the application of international sateguards. Accomplishments of the Third Plenary meeting included:
- 1) a t1nal detailed review of the Working Group 1 report on safeguards consider-ations in spent fuel ponds, 2) review of the progress reports of Working Groups l
evaluating the main process and storage areas, and 3) review of a proposed joint paper on LASCAR by Japan and the International Atomic Energy Agency to be pre-sented at the. July 1990 Institute of Nuclear Materials Management meeting.

The purpose of the meeting was to discuss NRC's program for regulating nuclear power plants and to encourage dialogue with local public officials.

British Utticial Visits Barnwell LLW Disposal Site On July b,1990, Robert Trojanowski, Region II State Liaison Officer, accompanied Mr. Ben Walters, Director, Food Safety Radiation Unit, Ministry of Agriculture, Fisheries and Food, United Kingdom, on a tour of the Barnwell LLW disposal facility and to a meeting with South Carolina regulators on low-level radioactive waste disposal.
International Programs Strosnider Transfers to NEA Jack Strosnider, Region I, has accepted a two-year position in the nuclear safety division at the Nuclear Energy Agency in Paris. His major

resaonsibility will be for the Committee for Safety of Nuclear Installations Working Group 3 on Materials and Structural Integrity. He will be the administrator for the Program for Inspection of Steel Components and the TMI-2 Keactor Vessel Investigation Program. Mr. Strosnider's new assignment begins August 6, 1990.

The Fair featured a major address by Mr. William Montalto, the Director for the Small Business Committee, U.S. Senate. Approximately 650 exhibitors participated representing both the private and public sector, deminars were scheduled over the three day period and included.such topics as financing your business, minority business programs, marketing the Federal government, protests and appeals, and special emphasis programs (women owned business and veterans).

Entorcement Conference With United States Department of Agriculture (USDA)
Inspectors from Regions 1, II, IV, and V conducted inspections at twenty USDA f acilities in 1990. One of these inspections, conducted March 20-23, 1990, at the William B. Russell Agricultural Research Center in Athens, Georgia, identified a large number of violations.
A~ Confirmation of-Action letter sent to.USD/. ois March 30, 1990 described corrective actions taken to address the probhms identified 6t the Athens f acility.
In addition to the findings at the Athens, Georgia, facility, examples of similar problems were found 'it other USDA facilities, although not so numerous. An enforcement conterence has been scheduled with USDA to discuss these findings and the apparent radiation safety program weak-nesses which led to the findings. The enforcement conference, originally scheduled for July 10, 1990, has been rescheduled for 1:00 p.m., July 11, 1990, so that the Deputy Director of the Agricultural Research Service can
