SUBJECT:
IN THE MATTER OF 238 NUCLEAR ISLAND GENERAL ELECTRIC STANDARD SAFETY ANALYSIS REPORT (GESSAR II); DOCKET N0. STN 50-447 Enclosed please find 3 original copies (transmitted under separate cover are 60 conformed copies) of Amendment No. 4 to the 238 General Electric Standard Safety Analysis Report (GESSAR II) for the above numbered application.
Amendment No. 4 further amends GESSAR II by furnishing the major portion of the additional information raquested by the Commissions' GESSAR II acceptance review letter, dated December 9, 1981 (TMI-related infor-mation, Enclosure 1 and Enclosure 2), unresolved safety issues, ATWS and the balance of the severe accident submittal. Amendment No. 4 also amends GESSAR II by clarifying portions of the text where obvious dis-crepancies exist.
Amendment No. 4 provides the following GESSAR II appendices, sections, and chapter:
1.
Appendix 1A - Response to TMI-Related Matters.
2.
Appendix 1B - Assessment of Unresolved Safety Issues.
3.

Sections 15D.1, 15D.2 and 150.4 - Balance of Severe Accident submittal.
6.
Chapter 19 - Question and Response Guide (pursuant to Enclosure 1 of acceptance review letter).
Future GESSAR II amendments will provide the remaining acceptance review information on the following schedule:
1.
Environmental Qualification (Questions 270.1, 7/82 270.2, 270.3, and 270.4 of Enclosure 1 and Item 1 of Enclosure 2 to acceptance review letter).
2.
Geotechnical (Questions 241.1, 241.3-241.9, 7/82-9/82 241.11-241.15 and 241.17-241.26 of Enclosure 1 to acceptance review letter).
3.
Failure Mode and Effects Analysis (Questions 280.1, 9/82 410.3, 410.8, 420.3, 420.7 and 480.1 of to acceptance review letter).
4.
Radiation Sources (Question 471.2 of Enclosure 1 9/82 to acceptance review letter).
5.
TMI-related information on control room design and 9/82 plant safety parameter display console.
The GE environmental qualification program (currently under review by the staff on another docket) is scheduled for completion in 6/82.
Since GESSAR II will utilize the results of this program, a 7/82 submittal will be made to complete the environmental qualification portion of the acceptance review information request.
The submittal date for the geotechnical information depends on how much of the information is, in fact, needed for the FDA review. We are currently working with the staff to define which information was pre-viously resolved and which information addresses new developments since the PDA.
The FMEA submittal date is the same as proposed in the GESSAR II docket letter.
Submittal of one of the radiation source information requests must be delayed until 9/82.
Following a more detailed examination, the magnitude of the effort was found to be significantly greater than originally anticipated.
CENER AL D ELECTRIC U.S. Nuclear Regulatory Commission Page 3 Finally, the TMI-related information on control room design reviews and plant safety parameter display consoles will be provided at the same time as the Chapter 18, Human Factors.
Although we have altered the schedule for our information submittal, we consider that the nature and number of schedule changes will not impact the overall GESSAR II review schedule.
Very truly yours, lenn G. Sherwood, Manager Nuclear Safety and Licensing Operation GGS:hmc/0051930 Attachments R. L. Tedesco, (w/o att.)
