BELLEFONTE NUCLEAR PLANT UNITS 1 AND 2 - ATTACHMENT OF PIPE SUPPORTS TO 6-INCH STRIP PLATES - BLRD-50-438/82-07, BLRD-50-439/82 SECOND INTERIM REPORT The subject deficiency was initially reported to NRC-0IE Inspector R. V. Celenjak on December 31, 1981 in accordance with 10 CFR 50.55(e) as NCR BLN BLP 8133 This was followed by our first interim report dated January 29, 1982. Enclosed is our second interim report. We expect to submit our next report by August 2, 1982.

SECOND INTERIM REPORT Description of Condition Six-inch wide embedded strip plates with a single row of 3/4-inch diameter Nelson studs were provided in the Reactor Building for the attachment of instrumentation and conduit supports. However, because design drawings did not restrict their use, ITT Grinnell pipe supports and TVA typical seismic pipe supports may have been installed attached to the strip plates.

Because of the physical configuration of the embedments, the potential for excessive stress and deflection exists.

Interim Progress TVA has finished a walkdown in the Reactor Building and submitted a -listing of all supports attached to the subject embedded plates. A total of 147 attachments have been identified. TVA is reviewing the attachments to ascertain if stresses and deflections are within allowable limits.
