Gentlemen:
Subject: Report No. 50-389/81-25
This refers to '.he routine safety inspection conducted by Mr. W. P. Kleinsorge of
this office on December 14-17, 1981, of activities authorized by NRC Construction
Permit No. CPPR-144 for the St. Lucie facility.
Our preliminary findings were
discussed with Mr. B. J. Escue, Site Manager, at the conclusion of the
inspection.
Areas examined during the inspection and our findings are discussed in the
enclosed inspection report.
Within these areas, the inspection consisted of
selective examinations of procedures and representative records, interviews with
personnel, and observations by the inspector.
During the inspection, it was found that certain activities under your license
appear to violate NRC requirements.
These items and references to pertinent
requirements are listed in the Notice of Violation enclosed herewith as
Appendix A.
Elements to be included in your response are delineated in
Appendix A.
In addition to the violation identified in Appendix A, this inspection disclosed
additional examples of a violation (concerning storage and preservation of
material and equipment) which was brought to your attention in our letter dated
May 27, 1981.
Based on discussions in the exit interview, it is our
understanding that you will submit a supplemental response to the May 27 letter
describing more effective preventive measures.
We are concerned about the
implementation of your management control systems that permitted this occurrence.
Consequently, your reply should describe in particular those actions taken or
planned to improve the effectiveness of your management control systems with
respect to corrective actions and measures taken to prevent recurrence of
violations.
We have examined actions you have taken with regard to previously identified
enforcement matters and unresolved items. The status of these items is discussed
in the enclosed report.
Three new unresolved items are identified in the enclosed inspection report.
These items will be examined during subsequent inspections.
