Commissioner'de Planque's' comments on SECY-92-287A:
I agree with Commissioners Curtiss and Remick to seek,iblic comment on the staff's proposed general approach for f' m and content for a future (generic) design certification rute.
I agree with Commissioners ~Curtiss and Remick that the applicable standard for NRC-initiated changes to Tier 2 information should be 10 CFR 52.63.
However, I defer comment on the merits of the rest of the positions until after staff evaluation of the public comments.
It is not apparent from the papers in what form public comment will be requested and what information will be included in the notice or be otherwise'available for comment.
For example, it may be useful to note availability of the staff's proposed form and content of a COL in this process, or to specifically solicit alternative approaches on some issues, such as how to treat selected technical positions with respect to " applicable regulations" or 50.59.
Accordingly, I. request that the staff's proposed FR notice be provided for Commission review (in negative consent format) prior to publication.
