NOTICE OF VIOLATION NRC INSPECTION REPORT NOS. 50-317/93-18
AND 50-318/93-18

This refers to the announced safety inspection conducted by Mr. A. Finkel of this office
from June 21 - 25,1993. The inspection included a review of material control activities
authorized for your Calvert Cliffs Nuclear Power Plants Units 1 and 2. At the conclusion of
the inspection, the findings were discussed with those members of your staff identified in the -
enclosed report.
Areas examined during this inspection are described in the NRC Region 1 Inspection Report,
which is enclosed with this letter. Within these areas, the inspection consisted of selective
examinations of procedures and representatives records, interviews with personnel, and
observations of activities in progress. The purpose of the inspection was to deteimine
whether activities authorized by the license were conducted safely and in accordance with
NRC requirements.
Based on the results of this inspection, certain of your activities appear to be in violation of
NRC requirements, as specified in the enclosed Notice of Violation (Notice). The violation
is of concern because the quality assurance program should have identified that the plants
" Drop Off" areas were not conforming to the requirements of your Calvert Cliffs Instruction
(CCI)-162, " Procurement and Control of Items and Services for Calvert Cliffs." You are
required to respond to this letter and should follow the instructions specified in the enclosed -
Notice when preparing your response. In your response, you should document the specific -
actions taken and any additional actions you plan to prevent recurrence.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and
its enclosures will be placed in the NRC Public Document Room.
