Waterford 3 SES Docket No. 50-382 License No. NPF-38 Reducing Administrative Burden Gentlemen:
In an effort to reduce administrative burden Entergy Operations, Inc. is currently eliminating or reducing tise duplication of organization descriptions and charts in the Quality Assurance Program Manual (QAPM) and the Emergency Plan (EP), Where appropriate, each Plan will be revised to reference the Final Safety Analysis Report (FSAR) Chapter 13 where the normal site organization is now discussed. Since 10CFR50 Appendix E Section IV.A.1 states that the EP shall include a description of the normal plant operating organization, this will now be accomplished by reference in the EP. This change continues to meet the intent of 10CFR50 Appendix E.
The QAPM and EP will continue to describe that part of the normal site organization which has a direct relationship with each Plan.
For example, the Emergency organization, EP organization and quality functions will continue to be described in the respective Plans. The intent of this change is similar to Generic Letter 88-06, " Removal of Organization Charts from Technical Specification Administrative Control Requirements", which removed the organization charts from the Technical Specifications and placed them in the FSA!!.
It is anticipated that the changes described above will reduce future changes required to be made to the individual Plans. Currently, simple title changes or minor changes to the site organization chart would require that the QAPM and the EP be revised and a 10CFR 50.54 evaluation completed for each Plan.

The revisions would then be summarized in three separate submittals to the NRC. Under the revised QAPM and EP, the FSAR will be the license document used to control the site ~ organization chart.
Therefore, changes to the site organization chart will be made under 10CFR50.59 and evaluated to determine if they effect the QAPM and the EP.
For changes that effect the QAPM or EP, a 10CFR 50.54 evaluation will continue to
'be required.
Entergy Operations, Inc. believes this new process does not effect the intent of the individual Plans and will clearly reduce the amount of paporwork generated, reviewed, submitted and maintained at Waterford 3 and the NRC. The changes to the individual Plans discussed above have been reviewed in accordance with the appropriate requirements of 10CFR 50.54.
Formal plan changes will be made during the next scheduled revisions to the QAPM and EP.
