SUBJECT: NRC INSPECTION REPORT 50-324/93-201 BRUNSWICK STEAM ELECTRIC PLANT,

UNIT 2, OPERATIONAL READINESS ASSESSMENT TEAM INSPECTION

This letter transmits the report of the U.S. Nuclear Regulatory Commission

(NRC) Operational Readiness Assessment Team (ORAT) inspection, conducted from

March 29 through April 9, 1993, of activities authorized by NRC Operating

License No. DPR-62 for the Brunswick Steam Electric Plant, Unit 2.

The

inspection was conducted by the Special Inspection Branch of the Office of

Nuclear Reactor Regulation (NRR) and consisted of staff from NRR, Regions I,

II and V.

The ORAT performed an independent, in-depth assessment of the readiness of

management controls, programs, and personnel to support safe restart and

operation of the Unit 2 facility in the functional areas of facility

management, operations, maintenance, surveillance and testing, engineering and

technical support, and safety assessment and quality verification. The team's

findings were discussed with you and other members of your staff at the

conclusion of the inspection on April 9,1993.

The team concluded that your staff had demonstrated the ability to control

activities and safely operate Brunswick Steam Electric Plant, Unit 2, in

accordance with NRC requirements. The OPAT's findings regarding strengths and

weaknesses in the functional areas reviewed are discussed in the enclosed

report.

With regard to the areas of weakness, the ORAT identified four issues which

Carolina Power & Light company management indicated would receive the

necessary attention before restart. These issues were 1) performance of an

alternate safe shutdown drill, 2) backlog of maintenance procedure changes,

3) unauthorized operator aids, and 4) backlog of corrective maintenance. A

letter summarizing these areas of weakness was sent to you on April 16, 1993.

Region II verified that appropriate corrective action was taken before

restart. Another weakness, loss of control over some work activities, was

also addressed by your managers.

No response to this letter is required. The NRC Region II office will issue

any enforcement action that may result from this inspection.
