%,, J Your letter of January 4,1982, to Chairman Palladino has been referred to me for reply.

I should note at the outset that I share your goal of an integrated and correct consideration of the man-machine interface in nuclear power plants.

When the Comittee to Review Generic Requirements first examined the status of progress on emergency response capability and facilities in Decenber, 1981, we found that there was a lack of coordination and integration within NRC of the various requirements in this ama. This lack of coordination, in turn, was inhibiting progress in installing Safety Parameter Display Systems (SPDS) in operating plant control mons. In order to clarify the requirements in this area and to accelerate installation of the SPDS, which we regard as an important safety aid to plant operators, sqr staff undertook to set out the basic requirements in a single document.

The December 29, 1981, report to which you refer in your letter was a first draft for internal NRC review and comment. The report has been revised to include a wide range of staff coments, and it reflects an appropriate concern for considering human factors principles in the design of conrol moms and emergency response facilities. A copy of the latest version of the report is enclosed for your information.
