This letter is to acknowledge -.ipt of your letter with attachments dated February 5, 1982.
Due to th.-
arcise being conducted on March 10, 1982, and the basic agreement on the scenario between Cooper Nuclear Station, the State, and FEMA, I will not request changes to your scenario.
I did note that the scenario stated "While a number of objectives have been established for the annual exercise by CNS and the State of Nebraska, the I will assume that the State of Missouri will participate and that the omission of Missouri was an oversight.
Further, the scenario does not offer the opportunity for observation of shift augmentation and the recovery organization.
I recommend that you consider starting your next exercise during the back shift and extending the exercise to include all of the day shift.
In the furture please refer to my letter dated January 14, 1982, regarding the submittal of your exercise scenario to this office for review at least 45 days prior to the exercise.
