Dear Mr. Denton:
Florida Power Corporation hereby submits three (3) originals and forty (40) copics of Technical Specification Change Regaest No. 84, requesting amendment to Appendix B of Operating License No. DPR-72.
This change deletes non-radiological environmental monitoring requirements from the Environmental Technical Specifications. Florida Power Corporation maintains that the proper authority to regulate, license, and monitor non-radioactive waste discharge rests with the Environmental Protection Agency. Our position is supported by the findings of the Atomic Safety and Licensing Appeal Board decision (ALAB 515) of December 27, 1978. Since pollutant discharges from Crystal River Unit 3 are controlled by the NPDES permit, Florida Power Corporation finds no apparent reason to incorporate an Environmental Protection Plan with this Technical Specification Change.
However, an acceptable Environmental Protection Plan has been prepared and enclosed with this submittal to facilitate the requested amendment if it is determined necessary.

' Florida Power Corporation has determined that the requested action involves a Class 11 amendment per 10 CFR 170.22. Accordingly, a check in the amount of one thousand two hundred dollars ($1,200) is enclosed.
Also enclosed is a signed copy of the Certiticate of Service for Technical Specification Change Request No. 84 to the Chief Executive Officer of Citrus County, Florida.
