INSPECTION REPORT NOS. 50-325/93-06 AND d0-324/93-06
This refers to the Nuclear Regulatory Commission (NRC) intoection led by
C. Payne during the weeks of February 8 through March 26, 1993. The
inspection included a review of activities authorized for your Brunswick
facility. At the conclusion of the inspection, the findings were discussed
with those members of your staff identified in the enclosed report.
Areas examined during the inspection are identified in the report.
Within.
these areas, the inspection consisted of selective reviews of procedures,
Unit 2 operator startup training and representative records, interviews with
personnel, and observation of activities in progress.

Within the scope of this inspection, no violations or deviations were
identified. Our observations found your startup training program to be
satisfactory, and the operators to be prepared for plant startup.
However,
the enclosed report documents deficiencies in operator communications similar
to those previously identified by the NRC. See NRC Inspection Report Number
50-325,324/92-12. Communications were improved by the end of the inspection.

However, the inconsistencies in operator communications indicate the need for-
more effective management oversight of this area.
You are requested to

respond to this report describing action taken and planned to improve the
effectiveness of this oversight.
In accordance with section 2.790 of the NRC's " Rules of Practice," Part 2,
Title 10, Code of federal Regulations (CFR), a copy of this letter and its
