information is provided regarding your requests for information.

You requested that we provide you with "... copies of any correspondence between NES and the NRC from April 1,1990 until further notice."
l In accordance with our policy we will inform you of the results of our review of your allegations, including NRC inspection reports that pertain, upon completion of our effort in this area. We will not routinely provide you copies of all correspondence between NES and NRC from ".. April 1,1990 until further notice." However, we will advise you of matters that are pertinent to your concern. Further, you may request agency records in accordance with 10 CFR 9.23 (b) by submitting a Freedom of Information Act request to:

On Tuesday, April 17, at approximately 7:30AM, I was approached by Joanne Brownell who asked if I was aware that radiation was being stored in the safe on the third floor of the NES building.
She had wanted to use the vault on Monday night to store Seabrook radiographs, but decided to after opening it and disccvering the 11guld.
She also told me not that Dave Stearns had told her, "Your not supposed to know about this..."
1 I had Joanne open the safe at about noon on Tuesday.
There were no placards placed on either the door to the safe room or on the safe door to indicate that radioactive substances were present.
Upon opening the
- door, I
found three (3) liquid-filled plastic bottles, labeled as containing radioactivity.
I then handled the bottles with my bare hands to turn them to read the labels. Joanne was also present.
One bottle read " Gross Beta - 35 pC1/GM" and was enclosed in a plastic Ziploc baggie.
Another sealed bottle read, "Mn 54 - 104 pCi 200-84-2".
The last bottle, also sealed, read "Bi-207 1036 pCi 200-84-1".
Also, I found a baggie containing two (2) TH 230 sources.
I then closed the safe, locked it, and closed and locked the door to the room.'
All af ternoon on Tuesday, I tried to reach Bob Ryan at RPI who is also a member of the RSC.
I finally spoke to him at 7:30AM on Wednesday, April 18.
Bob informed me that the Mn 54 and Bi-207 were in "... licensable quantities..."
Bob also noted that he felt exposure levels inside the safe would be several millirem per hour from the Mn 54.
He also noted that the safe and the room should have been posted with radiation placards.
Most disturbing to all, Bob told me that he was not aware that we were licensed to store these materials in the Danbury facility.
As a member of the RSC and an officer of the company, I am concerned.
I would like to know who placed the radioactive material in our vault and who was aware of its presence other than our Purchasing Agent.
How long has it been there? Were any surveys taken? How was it transported?
What exposure could be received by personnel who had access to the safe and were not trained in radiological controls nor aware of its radioactive contents?

I also think it is important to convene a meeting of the Radiation Safety Comittee as soon as possible to determine what policies l
and procedures have been violated.
And finally, there is the matter of whether or not we have violated the law in storing licensable material i
here in Danbury.
Please note the ' provisions of Public Law 210, Section 50.7 and others pertain to my reporting of this incident.

surveyed the third floor safe at 1 p.m. on April 18th.
We determined that the Mn-504 was 0.1046 A Ci and the Bi-207 was 0.1036 4 C1.
Both of which were below licensable quantities.
I did not see the decimal point in the dark vault yesterday.
The sources were given to Maria Nappi-Althouse by Joe Gordon when he resigned last week.
Maria placed them in the saf e as a temporary location for j
saiekeeping.
Needrith also swiped the vault and will report on any activity.
I contacted Bob Ryan who agreed that the sources were not licensable.
He did f eel strongly that the choice of storage location was a poor one because of high traffic by untrained personnel.
Bill Needrith removed the sources f rom the safe and placerl them in a locked area under his control.
There are no measurable personnel exposures as a renutf.
