" EFFECTS OF PIPE BREAKS INSIDE CONTAINMENT" (TAC NO. M51935) j i
The NRC has completed its review of the Systematic Evaluation Program (SEP)
Topic III-5.A, " Effects of Pipe Breaks Inside Containment," for the Haddam i
Neck Plant.
In our letter dated October 12, 1982, we concluded that (1) the definition of high energy fluid systems, (2) the determination of high energy l
pipe break locations and break types and (3) the pipe whip and jet impingement assumptions are generally consistent with currently accepted standards. Our review, however, did identify the following 10 issues concerning pipe breaks l
inside containment which were not adequately addressed:

strain level functionality criteria, 4.
containment integrity criteria, j

jet impingement effects on target piping, 6.
effects on instrumentation, j

main steam / main feedwater interactions, and l
- 10. core deluge piping break effects.
By letters dated December 17, 1984, and January 29,1993, Connecticut Yankee Atomic Power Company (CYAPCO) provided additional information regarding the above open issues. Our evaluation of these issues is provided in the enclosed safety evaluation. The staff has concluded that CYAPC0 has adequately responded to the above issues and meets the-intent of 10 CFR 50, Appendix A, General Design Criteria 4 as interpreted by Standard Review Plan Section 3.6.2.
The bases for this conclusion include recognition of CYAPCO's efforts in improving the reliability of the auxiliary feedwater system and in reducing

the dependence on Plant Shutdown Method 3, Feed-and-Bleed.
In addition, piping integrity is maintained by two inspection programs:
inservice inspection and erosion / corrosion. While these programs cannot preclude the 1
