Docket No. 70-1257 Siemenc Power Corporation License No. SNM-1227-l Richland, Washington During an NRC inspection conducted on February 4-11, 1993, and February 26, 1993, a violation of HRC requirements was identified.
In accordance with the i
" General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR 2, Appendix C, the violation is listed below:
License Condition No. 9 of License No. SNM-1227 authorizes the use of licensed materials in accordance with the statements, representations, and conditions contained in Part I of the licensee's application. dated j
July 1987, and supplements dated November 12, 1987, through March 25, 1992.
i Section 2.5 " Operating Procedures, Standards and Guides," Part I of the license application, states in part that the licensee conducts its business in accordance with a system of Standard Operating Procedures, l
Company Standards, and Policy Guides.
t Section 2.5, " Instrument and Equipment," Chapter 2, " Radiological Protection Standards," of the Safety Manual EMF-30, states in part:
"All radiation detection and dose rate ' instruments shall be inspected and calibrated per Regulatory Guide 8.24 at least i
i semiannually."
l Contrary to the above, all surface barrier detectors (5) in service at the time of the inspection had not been calibrated at least semiannually. The detectors, used by plant radiological. safety for counting routine and special air samples, had been in service since August 22, 1985.
This is a severity level IV violation (Supplement IV).

adequate reply is not received within the time specified in this Notice, the Commission may issue an order or a demand for information as to why the license should not be modified, suspended, or revoked, or why such other action as may be proper should not be taken. Where good cause is shown, consideration will be given to extending the response time.
