Dear Sir:
In Generic Letter No. 81-27 dated July 7, 1981 (Reference 1),
the Commission requested that the Authority provide to the Commission information to be withheld from public disclosure in I
the James A.
FitzPatrick Emergency Plan and Implementing Pro-cedures.
In response to this request, the Authority provided to the Commission a list of telephone numbers and other information in a letter dated July 31, 1981 (Reference 2).

Mr. J. M. Felton, Director of the Division of Rules and Records, Office of Administration (NRC) in his letter of October 2, 1981 (Reference 3) states that the information the Authority submitted in our July 31, 1981 response goes beyond the home telephone numbers, home addresses and unlisted utility telephone numbers you indicated it would be possible to withhold.

. The Authority har revised its list of information to be withheld from public disclosure in the James A. FitzPatrick Emergency Plan and Implementing Procedures.
With one exception, this revised list is comprised of telephone numbers that have been previously withheld from public disclosure by either PASNY or the individual.
The sole exception to this are four (4) figures (EAP-5.2, EAP-5.3, EAP-5.4, and EAP-5.5) which describe the location of offsite environmental monitoring thermoluminescent dosimeters (TLDs).
The Authority is requesting that these figures be withheld from public disclosure to reduce the chance of willful damage to these environmental monitoring dosimeters.
The loss of the data these TLDs may provide, in the event of an emergency, could be detrimental to the overall health and safety of the public.
The Authority herewith makes a formal application pursuant to 10 CFR 2.790 (a) (6) and 10 CFR 2.790(b) to withhold from public disclosure certain proprietary information in the James A.
FitzPatrick Nuclear Power Plant Emergency Plans and Emergency Plan Implementing Procedures.
Attached to this letter is a signed affidavit which identifies the portions to be withheld and the reasons why this information shou ~d be withheld.

J. P. Bayne, Senior Vice President-Nuclear Generation Power Authority of the State of New York ("FASNY" or " Authority")
having been duly sworn, states as follows:
In my position as Senior Vice President-Nuclear Generation, I~have overall management responsibility for PASNY's actions regarding Emergency Plans and Implementing Procedures at the James A.
FitzPatrick Nuclear Power Plant ("FiztPatrick").
As such, I am involved with the regulation by the Nuclear Regulatory Commission ("NRC" or " Commission") of the Emergency Plans and Implementing Procedures at FitzPatrick and with activities of PASNY on this issue.
I have been delegated the function of reviewing the information to be withheld and are authorized to apply for its withholding on behalf of the Authority.
The Authority seeks to have certain portions of the James A. FitzPatrick Emergency Plan and Implement Procedures withheld from public disclosure.
With one exception, this information l
is limited to telephone numbers that have been previously with-L held from public disclosure by either PASNY or the individual.

FitzPatrick Nuclear Power Plant Emergency Plan and Implementing Procedures to be withheld from public disclosure pursuant to 10 CFR 2.790(b).
Telephone numbers associated with individuals would, if disclosed, constitute a clearly unwarranted invasion of personal privacy.
These numbers are exempt from disclosure under the provisions of 10 CFR 2.70 (a) (6).
