Dear Mr. DelCeorge:

fla e es The Commission has issued the enclosed AmendmkntN.s 70 to Facility Operating License No. DPR-39 for the Zion Station, Unit hos 1.

The amendment consists of changes to the Technical Specifications in re'sponse to your application transmitted by letter dated October 1,1981.

This anendmsat extend; the effective time for a temporary change to the Technical Specifications to pemit reserve offsite power to be backfed through the stations main transfomer in the event Unit No.1 must be shutdown while the Unit No. 2 system auxiliary transfomer is being repaired. This temporary change was first approved by Amendment 68 issued on September 22, 1981. The Safety Evaluation i

Report (SER) to Amendment 68 supports this extension due to minor repairs which could not be detemined at that time. The licensee had justified the need for the original seven days to examine the transformer and return it to service. It was anticipated that additional time would be required to perfom major repairs and the referenced SER supports up to 30 days if reydfred. The licensee has now justified the need for an extension until October 14,1981.to perfom less exten-sive repairs and we find the extension acceptable.

He have detemined that the amendment does not authorize a change in effluent types or total amounts nor an increase in power level and will not result in any i

significant environmental impact. Having made this detemination, we have further concluded that the amendment involves an action which is insignificant from the standpoint of environmental impact and, pursuant to 10 CFR 551.5(d)(4), that an environmental impact statement or negative declaration and envirowental impact appraisal need not be prepared in connection with the issuance of this amendment.

We have concluded, based on the considerations discussed Wye, that:

(1)because the amendment does not involve a significant increase in t.no probability or consequences of accidents previously considered and do not involve a significant decrease in a safety margin, the amendment does not involve a significant hazards consideration, (2) there is reasonabla assurance that the health and safety of I
