Thu refers to the routine inspection conducted by Messrs. T. Foley and
P. Koltay of this office on December 1,1982 - January 3,1983 at Indian
Point fluclear Generating Station, Unit 2. Buchanan, New York of activities
authorized by llRC License No. DPR-26, and to the discussions of our find-
ings held by Mr. T. Foley with Mr. C. Jackson and members of his staff at
the conclusion of the inspection.
Areas examined during this inspection are described in the report enclosed
with this letter. Within these areas, the inspection consisted of selective
examinations of procedures and representative records, interviews with per-
sonnel, and observations by the inspector.
Our inspector also verified the steps you have taken to correct one viola-

tion brought to your attention in the enclosure to our letter dated
October 4, 1979. We have no further questions regarding your action at
this time.
Based on the results of this inspection, it appears that one of your activi-
ties was not conducted in full compliance with NRC requirements, as set forth
in the Notice of Violation, enclosed herewith as Appendix A.
This violation
has been categorized by severity level in accordance with the IRC Enforcement
policy (10 CFR 2, Appendix C) published in the Federal Register Notice (47 FR 9987)datedMarch9,1982. You are required to respond to this letter and in
preparing your response, you should follow the instructions in Appendix A.

accordance with either 10 CFR 73.21 (Safeguards Information) or 10 CFR 9.5(a)(4)(commercialorfinancialinformation.) Therefore, the sections so

tiRC Public Document Room and will aceive limited distribution. The in-
spection report cover sheet and any remaining portions of the inspection
report will be placed in the Public Document Room, in accordance with 10 CFR 2.790(a), unless you notify,(by telephone, the Supervisor, Files, Mail and
Records, USiiRC Region I, at 215)337-5223, within 10 days of the date of this
letter and submit written application to withhold information contained in the
report within thirty days of the date of this letter. Such application must
be consistont with the requirements of 10 CFR 2.790(b)(1).
The responses directed by this letter and the accompanying Notice are not sub-
ject to the clearance procedures of the Office of Management and Budget as
required by the Paperwork Reduction Act of 19S0, PL 96-511.
