We have enclosed a response to the subject RAI (610.1) which you forwarded in Reference (b).

This response is in the form revisioas to FSAR Section 13.2, which will be included in a f uture acendment to the OL Ap plica t ion.

RAI 610. l, which addresses NUREG-0737, Items I. A. 2.1, I. A. 2. 3, I. A. 3.1, and II.B.4 was discussed in the referenced telecons.

Response to RAIs 610.2 and 610.3 were submitted in Reference (e).

w In compliance with the intent of TMI Action Item I.A.2.1, the following revisions will be added to a future FSAR amendment:

13.2.1.a.4 Replacement Training Operators joining the Seabrook organization af ter the start of power opera-tion will be given appropriate training to satisfy their job classifica-tions. The extent and duration of the training period depends upon their previous experience and job aptitude. All applicants for a senior operator or control operator licence will have three months on shif t under instruc-tion in the license position they are seeking. Senior operator applicants will, in addition, have held an operator's license for one year.

If an NRC Operator's License is required for a specific job category, suitable classroom and practical training is provided.

In compliance with the intent of TMI Action Items I.A.2.d and I.A.2.e, the following new sub-section will be added to a future FSAR amendment:

13.2.1.a.5 Program Accreditation and Instructor Certification Public Service Company of New Hampshire is committed to the INPO developed accreditation program dated May, 1982. To meet this commitment, a proce-durally administered instructor development program has been implemented for staff training instructors.

It is.Seabrook Training Center policy that all training instructors who provide instruction in systems, integrated response, transients, and simu-lator courses will maintain a current facility SRO license through par-ticipation in the requalification training program. Staff instructors who have not obtained a facility SRO license may be certified for specific sub-jects in which they have demonstrated SRO license level comprehension and skill. The determination of this certification is the responsiblity of the Training Center Manager.

Guest lecturers considered to be experts by nature of their work respon-sibilities will be used on a limited basis to supplement the training center staff instructors. These guest lecturers are exempt from the senior operator criteria.

Prior to the initial licensing of instructors and operators for Seabrook Unit I, previously senior licensed, senior license certified or Training Center Manager certified instructors will teach systems, integrated res pons e, transients, and simulator courses.

the following revisions will be added to a future FSAR amendment:

13.2.1.a General Discussion The program will provide personnel associated with the operation of Seabrook Station, Units 1 and 2, training in various disciplines necessary.

to insure that each individual can safely and effectively perform his various assignments. The degree to which an employee is trained will be consistent with the individual's experience, intended position and regula-tory requirements. Eligibility of individuals to license or renew a license purs uant to the requirements of 10CFR55 will be certifed by the Vice President - Nuclear Production.

The Seabrook specific simulator will be made available to NRC personnel to conduct Seabrook Operator License examinations. Qualified staff members will be available for assistance if requested.

In compliance with the intent of TMI Action II.B.4, the following revision will be added to a future FSAR amendment:

13.2.1.1.d Lectures applica*ule tc Mitigatitg Core Damage (per Table 13.2.3) will total in excess of eighty (80) contact hours. Credit will be taken, where appli-cable, for contact hours presented in other subjects as listed above.
