Calvert Cliffs Nuclear Power Plant Unit Nos.1 & 2, Docket Nos. 50-317 & 50-318 Emergency Notification System (ENS)

REFERENCES:

a) Letter from Grier to Lundvall, Proposed Upgrading of the Emergency Notification System, dated 06/19/S1 b) Letter from Grier to Lundvall, Preposed Upgrading of the Emergency Notification System, dated 06/26/81 Gentlemen:

This letter describes the availability of legistic support as requested by references a) and b). Each item in reference a) is addressed in order.

Vital Area access is required for completion of the ENS modification. Unescorted vital area access for telephone company representatives can be gained by fulfilling the requirements listed below.

1)

Part I of the General Orientation Training (GOT) must be completed.

2)

A background letter (Attachment 1) must be submitted in which the employer certifies that each employee is reliable and trustworthy.

3)

A psychological evaluation consisting of the Minnesota Multiphasic Personality Inventory (MMPI) and possibly a clinical interview depending upon the results of the MMPI must be cornpleted.

Part 1 GOT is about two hours long and is administued at the plant she each Monday, Tuesday, and Thursday at 7:30 a.m.

The MMPI is approximately two hours long and is administered at the plant site Monday through Friday between 7:30 a.m. - 4:00 p.m. In order to avoid any confusion or delays Part I GOT and MMPI should be scheduled in advance with Marilyn Cox at (301) 269-47C8 and Betty Bosley at (301) 269-4694, respectively. Also, a completed background letter should be sent at least ten days ir.

The Emergency Operations Facility and the Alternate Emergency Operations Facility are temporary ENS station locations. Contingent upon the construction progress of our new Emergency Operations Facility we expect to move both ENS stations in mid to late 1982.

The Emergency Operations Facility ENS station will move to a room in the Auxiliary Building near the Techr'. cal Support Center and the Alternate Emeroency Operations Facility ENS station will be moved to the new Emergency Operations Facility near Prince Frederick, Maryland.

We do not anticipate any problems with telephone company representatives making a site survey starting about August 1 1981 but we would not be ready for the installation of the ENS modification. We will be rea,dy for the modification work as sc on as local power

BG&E has a screening program which covers this requirement through testing and selective follow-up interviews.

Companies have the option to conduct their own emotional stability screening.

If interested in pursuing this option, you should submit a proposal, outlining your program in detail, to BG&E for review to assure that it conforms to NRC guidelines and meets BG&E standards.
