PR0ftPT NOTIFILnfl0N IN THE EVENT OF AN EhEkGEkCY 10 CFR 50, Appendix E, Section IV.D.3 requires applicants for nuclear power reactor licenses for power operation to demonstrate that administrative and physical means have been established for alerting and providing proinpt instruc-tions to the public within the plume exposure EPZ in the event of an emergency.
As part of our review for an operating ifcense for River Bend please provide confirmation by August 4,1982, that a prompt notification system will be installed including a schedule for installation, a description of the system, and a description or listing of the problems that may hinder implementation.
Your verification that a public notification systen neeting the regulations is in place is required prior to issuance of a license for power operation. He expect that the Federal Emergency llanagement Agency will review the adequacy of the system by evaluating the results of an actual systen test, probably during the joint exercise of your facility with offsite authorities.
A copy of your response should be provided to Brian Grices, Director, Divisicn of Energency Preparedness, Washington, D.C. 20555.
