PROMPT NOTIFICATION IN THE EVENT OF AN EMERGENCY
\\6" 10 CFR 50, Appendix E, Section IV.D.3 requires applicants for nuclear power reactor licenses for power operation to demonstrate tnat administrative and physical neans have been established for alerting and providing prompt instruc-tions to the public within the plume exposure EPZ in the event of an emergency.
As part of our review for an operating license for Fermi please provide within 30 days af ter receipt of this letter confirmation that a prompt notification system will be installed, a schedule for installation, a description of the system, and a description or listing of the problems that may retard implemen-tation.
If you have already provided part of this information in response to our July 6,1981 letter, you may reference the applicable information.
Your verification that a public notification syste:ii meeting the regulations is in place is required prior to issuance of a license for power operation.
We expect that the Federal Emergency Management Agency will review the adequacy of the system by evaluating the results of an actual system test, probably during the joint exercise of your facility with offsite authorities, tentatively scheduled for February 1982.
A copy of your response should be provided to Brian Grimes, Director, Division of Evergency Preparedness, Washington, D.C. 20555.
