SUBJECT:
APPLICABILITY OF TECll SPEC TABLE 3.1.1 AND TECH SPEC 3/4.10.A. WHILE CONTROL RODS ARE BLOCKED IN CORE The licensee is currently modifying the Scram Discharge Volume System and reloading fuel in the Peach Bottom Unit 3 core.
In the Tech Specs, Footnote 2 to Table 3.1.1 permits bypassing the "lligh Water Level in Scram Discharge Volume" Trip Function while the reactor mode switch is in the
" refuel" or " shutdown" position. Thus, the Tech Specs clearly permit omis-sion of this trip function test as the mode switch is in the " refuel" position.
Tech Spec 3/4.10.A-Core Alterations - Refueling Interlocks., states-in the j
bases section, "The interlocks prevent an inadvertent criticality during refueling operations when the reactivity potential of the core is being i
altered." This Tech Spec calls for designated interlock tests at specified intervals; however, since the control rods are blocked against any motion, the blocking is equivalent to meeting the intent of the bases statement quoted above.
In consideration of the above there is no need for a Tech Spec change.
