DOCKET NOS. 50-266 AND 50-301 ADDITIONAL IN' FORMATION REGARDING MASONRY WALL IE BULLETIN 80-11 POINT BEACH NUCLEAR PLANT, UNIT NOS. 1 AND 2 On June 9-11, 1981, members of your Staff met with Wisconsin Electric and our consultants at the Point Beach Nuclear Plant to conduct an onsite review and audit of our responses to IE Bulletin 80-11, Masonry Walls.

Discussions were held during this meeting to resolve differences between the NRC Staff's design criteria and the criteria used by Wisconsin Electric in evaluating the Point Beach masonry walls. An end result of these discussions was the formulation of 21 action items which would resolve the NRC's concerns regarding the analysis of masonry walls at the Point Beach Nuclear Plant.

These action items were formally transmitted to us with Mr. Colburn's summary of meeting minutes dated July 1, 1981.

A number of these action items requested that information be provided to your Staff by July 15, 1981.

The attachments and enclosures to this letter provide our responses to those items.

These attachments include responses to items 2, 3,10,12,14, and 17 and that portion of the response to item 1 requested by July 15.

ACTION ITEM 1 The licensee, in order to qualify for the use of special inspection allowable stress category, has proposed the following test:

Five prism samples, each 3 blocks high by 8 inches wide of (a) stairwell, (b) turbine room Wall 68,(c) Wall 150, (d) Wall 65, and (e) Wall 104.

This test will determine the f' value according to the requirements of ASTM E-447-74.

If scatter is considered to be excessive by the NRC staff, consideration will be~given to conducting two additional tests.

The value of f shall be the average of the value of the specimens tested or 125% of the Einimum value determined by the test, whichever is less, but in no case shall exceed 1000 psi.

In addition, the licensee will also determine m values to justify the 750 psi value used in the analysis.

Thelicenseeshou10providetheproceduresto be used to establish m by 07/25/81 for NRC review.

g The test results shall be submitted to the NRC staff by 09/15/81.

If difficulties in conducting the test arise, the NRC Staff shall be contacted to determine a resolution.
