APPENDIX A NOTICE OF VIOLATION Houston Lighting & Power Company Dockets:

50-498 South Texas Project (STP), Units 1 and 2 50-499 Operating Licenses:

NPF-76 NPF-80 During an NRC inspection conducted December 1-31, 1989, a violation of NRC requirements was identified. The violation involved failure to establish, implement, and maintain a calibration procedure for indruntnts needed to verify Technical Specification (TS) surve111ence requ V nts.

In accordance with the " General Statement of Policy and Procedure for riRC Enforcement Actions," 10 CFR Part 2, Appendix C (1989), the violation is listed below:

TS 6.8.1 requires written procedures to be established, implemented, and maintained covering certain ectivities, including the applicable Assurance Program Requirements (Operation)gulatory Guide 1.33, " Quality procedures recommended in Appendix A of Re

" Revision 2, which includes procedures for control of neasuring and test equipment and for surveillance tests, procedures, and calibrations.

Contrary to the above, as of December 21, 1989, no written procedures were established to verify the calibration accuracy of heat trace control circuits needed to accomplish TS Surveillance Requirements 4.1.2.1.a and 4.1.2.2.a regarding minimum temperatures for boric acid flow paths.

This is a Severity Level IV violation.

Pursuant to the provisions of 10 CFR 2.201, Houston Lighting & Power Company is hereby required to submit to this office within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including for each violation:

(1) the reason for the violation if admitted, (2 the corrective steps which have been taken and the results achieved, (3 the corrective steps which will-be taken to avoid further violations, and (4 the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
