- APPUCATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90.of the regulations of the Nuclear Regulatory Commission, the New York Power Authority, as holder of Facility Operating Ucense No. DPR 59,
- hereby applies for an' Amendment to the Technical Specifications contained in Appendix A of this license.
The proposed amendment to the James A. FitzPatrick Technical Specifications changes the Safety Umit Minimum Critical Power Ratio from the current value of 1.04' to 1.07. This change is necessary to support the Cycle 10 reload fuel design.
This change to the Technical Specifications is required for startup following the 1990 refueling outage. Since this outage is currently scheduled to begin on March 30, y
~ 1990, the Authority requests that this application be approved by May 14,1990.
The proposed amendment changes Specification 1.1.A and the associated Bases on pages 7 and 12 respectively.
The proposed changes to the Technical Specifications are Attachment I to this Application for Amendment to the Operating Ucense. The Safety Evaluation for the proposed changes is included as Attachment II.
