A meeting was held at the request of Department of Energy (DOE) in Germantown, Maryland, on December 11, 1989, concerning the certification of the Beneficial Uses Shipping System (BUSS) package for the transport of cesium chloride capsules. Transportation Branch staff attended the meeting to address technical ~ issues which may be involved if NRC certification of the package is sought.-

BUSS package can carry up to 16 capsules but has not been certified by

A. technical description of the BUSS package was given. The cask is DFo3

- stainless steel approximately 13 inches thick, with foam impact limiters

l at each end. The cask is designed for a decay heat load of 4 kW, and is A I )Jo i fcc 7

i Do backfilled with helium coolant. The cask lid is sealed with a

p drain port and a vent port. The package weighs approximately 32,900 lbs.

The drain port closure-is being modified to ensure accuracy of the helium leak. testing of. the port. The modification.is currently under' review by DOE Packaging Certification staff.

The BUSS package ~is being considere'd for the shipment of cesium chloride-capsules at RSI facilities.. Currently, the Safety Analysis Report specifies that only capsules fabricated to Revision 0 of the drawings are to be shipped.'Many of the: capsules at'RSI facilities were fabricated to later

revisions of the drawings.

The ability of the RSI capsules to meet the requirements of special form-

. was discussed by the DOE Packaging Certification Staff. Westinghouse.

Hanford has implemented a program to ensure that the capsules meet special form.- Capsules which do not meet the program criteria for special form are. considered as normalJform. The DOE Packaging Certification Staff has

-not reviewed this program and stated that the program will be part of the review and approval for the BUSS package.
