This letter refers to the routine safety inspection conducted by M. Banerjee,
E. Collins and D. Lew, for the period' October 8, 1989, through November 4, 1989,
at the Oyster Creek Nuclear Generating Station. The inspection consisted of
i
document reviews, personnel interviews and observations of activities. The
t
enclosed report documents the inspection results.
Inspectors discussed the
findings with you and members of your staff after the inspection.
Paragraph 3.0 of the enclosed report discusses an event involving a temporary
variation to the core spray booster pump breaker.
The controls taken on the
temporary variation were not conducted in accordance with the site's procedural
requirements governing temporary variations. As a result of this event, the
. temporary variation was effectively modified for a period of time without the
appropriate safety review and documentation. Although no adverse condition
!
resulted from this event, your increased attention in the area of equipment
control is warranted to ensure that the appropriate safety review, documenta-
tion and verification of temporary variations is performed and that no adverse

condition exists.
Based on the results of this inspection, it appears that some of your activi-
ties with regard to temporary variation controls were not conducted in full
compliance with NRC requirements, as set forth in the Notice of Violation
enclosed herewith as Appendix A.
The violation has been categorized by
severity level in accordance with the " General Statement of Policy and Proce-
dure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (Enforcement
Policy). You are required to respond to this letter and in preparing your
response you should follow the instructions in Appendix A.
