'94.....,o SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NO. 47 TO FACILITY OPERATING LICENSE NO. DPR-80 AND AMENDMENT NO. 46 TO FACILITY OPERATING LICENSE NO. DPR-82 PACIFIC GAS AND ELECTRIC COMPANY DIABLO CANYON NUCLEAR POWER PLANT. UNIT NOS. 1 AND 2 DOCKET NO. 50-275 AND 50-323
1.0 INTRODUCTION
By letter dated September 25, 1989 (Reference LAR 89-13), as modified by letter dated October 16, 1989, Pacific Gas and Electric Company (PG4E or the licensee) requested amendments to the combined Technical Specifications (TS) appended to facility Operating License Nos. OPR-80 and OPR-82 for the Diablo Canyon Power Plant (DCPP), Unit Nos. I and 2, respectively.
The amendments change TS Section 6.0, " Administrative Controls." to (1) change the reporting relationship of the Onsite Safety Review Group, (2) change the membership and reporting relationshi General Office Nuclear Plant Peview and Audit Committee (GONPRAC)p of the
, and (3) replace references to the " President" with references to the "Vice president, Nuclear Power Generation."

The NRC staff has reviewed the proposed changes and finds them acceptable.
The bases for the staff's findings for each proposed change are given below.
2.0 EVALUATION The NRC staff has reviewed the TS changes proposed by the licensee and finds them, acceptable, based on the following evaluation:
A.
Section 6.2.3 - Onsite Safety Review Group (OSRG)
PG6E proposed to change TS Section 6.2.3.1 to change the title of the manager to which the OSRG reports from " Manager, Nuclear Operations Support" to " Manager, Nuclear Safety Assessment and Regulatory Affairs." PG&E states that this change is consistent with proposed Nuclear Power Generation (NPG) organizational changes to functionally consolidate PG&E activities related to independent assessments of plant safety and those related to interfacing with nuclear regulatory agencies. The staff has reviewed this change and finds it to be acceptable because is consistent with the recommendations of NUREG-0800(theStandardReviewPlan,orSRP).

Section 6.5.3.2 - GONPRAC Composition PG&E proposed to change TS Section 6.5.3.2 to (1) change the GONPRAC Chairman from "Vice President, Nuclear Power Generation " to
" Manager, Nuclear Safety Assessment and Regulatory Affairs, (2) change the GONPRAC Vice Chairman from " Assistant to the Vice President,(Nuclear Power Generation," to " Manager, Nuclear Operatio Support "

consistent with the NPG organizational changes made to consolidate and strengthen activities related to independent technical assessments of plant safety. The staff has reviewed these changes and finds them acceptable because they are consistent with the reconnendations of the SRP.

Sections 6.5 - Review and Audit and 6.7 - Safety Limit Violation In these sections of the 15. PG8E proposed to change all references to the " President," to the "Vice President, Nuclear Power Generation." This is necessitated by the pro >osed organizational change in which the GONPRAC would report to tie Vice President, Nuclear Power Generation (NPG), rather than the President.
The NRC staff has reviewed this proposed change and finds it acceptable because it is consistent with the recommendations of the SRP, the Standard Technical Specifications,for the Operational and ANSI N18.7-1976,
" Administrative Controls and Quality Assurance Phase of Nuclear Power Plants."
Basedontheabove,theNRCstafffindsaccegtabletheproposedrevisions to TS Section 6.0, " Administrative Controls that involve (1) changes in the reporting relationship of the Onsite Safety Review Group, (2) changes in the metership and reporting relationship of the General Office Nuclear Plant Review and Audit Connittee, and (3) replacement of references to the
" President" with the "Vice President, Nuclear Power Generation."
3.0 ENVIR010GTAL CONSIDERATION These a h nts involve changes in administrative requirements.
Accordingly, these amendments meet the eligibility (criteria for categoricalexclusionsetforthin10CFR51.22(c)10). Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of these amendments.

. i 4.0 CONCLUSI0h The NRC staff has concluded, based on the considerations discussed above, that:
(1)thereisreasonableassurancethatthehealthandsafetyofthe public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Comission's regulations and (3) the issuance of these amendments will not be inimical to the comon defense and security or the health and safety of the public.
