The records of the performance of the Division of Construction Inspection Instruction (II) A-3 for Sequoyah unit 1 have been reviewed, and a' satis-j factory preoperational test as requirtsd by that instructi'on of each mechanical snubber has been verified. The instruction, in paragraph H(1),
requires the cycling of the snubber in the same manner as described in Bulletin 81-01.
A copy of the instruction, SNP II No. A-3, Revision 6, is attached for your information. When revisions to the drawings were issued, the pertire7t portions of II No. A-3 were repeated to verify proper installation of the snubber in conformance with the revised drawings.
These subsequent performances of II No. A-3 on the same mark number were '
identified on the inspection data card with suffix letters, such as A-3A, A-3B, etc. The performance of the II No. A-3 provides sufficient assurance that the anubbers were operable when plant operations began.
A tabulation of the snubbers installed in unit 1 has been made and a copy is attached. This tabulation groups the snubbers into accessible and inaccessible categories and also groups them by size, manufacturer, and

type within the major accessible and inaccessible categories. The tabulation also indicates the system in which the snubbers are installed.
Records indicate that all the mechanical snubbers in this tabulation were inspected in accordance with SNP II No. A-3 Revisions of the technical specifications to include a comprehenaive surveillance program for me'chanical snubbers for unit 1 have been submitted to the NRC. We believe the inspections, tests, and documentation associated with that program, along with the information contained in this letter and our previous correspondence on this subject, adequately answer the concerns of IE Bulletin 81-01, Revision 1.
Therefore, this is our final report for this bulletin.

2.0 REFEREtlCES A.
Basic Engineers Pipe Hanger Manual 3.
Design Infonnaticn Request No. f1-19, "PSA Snubber Bol ts" (SQN 80 0314 602) 3.0 PRECAUTIONS A.
A sling or other acceptabic a.eans 'of support shall be used to prevent the shock suppressor from binding in the brackets when cycled.
B.
Torque shall not be applied to mechanical shock suppressors.
C.
Shock suppressors shall be cycled slowly and smoothly.
Do not attenpt to rapidly accelerate the shock suppressor.
4.0 PREREQUISITES The support assenbly'shall have been inspected by either an SNP II No. 38 or an SNP 11 No. 66 inspection either prior to or in conjunction with this inspection.
5.0 RESPONSIBILITIES The appropriate inspection unit shall be responsible for the inspections described in this instruction.
6.0 TEST EQUIP!1ENT REQUIRED fione 7.0 INSTRUCTIONS A.

Verify vent plug installation (hydraulic shock suppressors only).

Inspect tubing to the renote reservoir (parallel hydraulic shock suppressors only).

Cycling (1)
Disconnect the shock suppressor and manually move it through one complete cycle, fl0TE:
1.
A cycle is defined as the movement of the piston rod from the fully extended position to the fully retracted position and back again or fran the fully retracted position to the fully extended position and back again.
2.
Shock suppressors may be sent to flVC PR for lockup tests, bleed rate tests, or for rework.
(2) Reconnect shock suppressor, tighten bolted connections (if used), and torque stripe all bolted connections which do not require safety wire and/or lock tabs.
I.
Verify shock suppressor type, size, and cold point setting.

Verify safety (lock) wire and/or lock tabs installed on mechanical shock arrestors models PSA -1/4 thru PSA 10 (only) as shown on Attachments 0 and/or E.
8.0 ACCEPTAf1CE CRITERIA A.
Shock arrestors shall have no physical damage that would prevent
~
proper operation.
B.
Shipping plug shall have been renoved and the vent plug installed and positioned at the high puint of the hydraulic sFock suppressor.
C.
On parallel snubbers the tubing to the remote reservoir must cane frat the high point of all hydraulic cylinders and the re,Me reservoir shall be at the highest point of the assenbly.
9.
There shall be nn external oil leaks.
E.
Ball bushings, which are equipped with zerk fittings, shall show evidence of lubricacion or the inspector shall ensure that lubri-cation is perfonned.
F.
On single hydraulic shock suppressors, the fluid level shall be at the bottom of the threads of the vent hole when the piston is fully retracted k
On parallel hydraulic shock suppressors, the fluid shall be visible in the sight glass of the remote reservoir with all pistons fully extended.

Cycling (1)
Shock suppressors shall operate smoothly through a conplete cycle.
(2)
Shock suppressor shall be reinstalled in accordance with EN DES drawings.
(3)
Shock suppressor adjustment dimensions shall be as specified on Attachment B and EN DES drawings.
NOTE:
See Attachment B for the minimum required dimensions for mechanical and hydraulic shock arrestors.
See Attachment C for alternate drafting representations for BE - 417 shock arrestors.
(4) Bolts shall be tightened so as to show no visible evidence of slack.
(5)
There shall be visible evidence of conplete threading through the nut.
H.
Shock suppressor type and size shall be as specified on EN DES drawings.
1.
Safety wire and/or lock tabs installed in accordance with the require-ments of 7.J. above.
(~ T; 9.0 DOCUMENTATION Inspecticns shall be documented on the data card (as shown on Attachment A).
Inspections not applicable shall be marked N/A.
All drawings required for the inspection, and any documents used in the inspection shall be listed on the data card with its revision level.
Safety wire / lock tab acce;'tance shall be noted in the "Renarks" section of the data card.
Conditions encountered which were not anticipated and any NCR's, ECN's, etc.
shall be listed in the " REMARKS" section of the data card.
After conpletion, the data card shall be reviewed and stored in accordance with SNP Construction Procedure No. P-8.
