NPPD Response to IE Inspection Report 50-298/81-02
Dear Mr. Seyfrit:
This letter is written in response to IE Inspection Report 50-298/81-02.
State =ent of Violation Based on the results of an NRC Inspection conducted during the period February 9 - March 6, 1981, and in accordance with the Interim En-forcement Policy, 45 FR 66754 (October 7, 1980), the following violation was identified.
Technical Specification 6.3.1 states that station personnel shall be provided detailed written procedures to be used for operation and =aintenance of system components and systems that could have an effect on nuclear safety.
CNS Administrative Procedure 1.6, Revision 18, Section 1.6.2, which has been approved and implemented states, " Prior to signing the Clearance Order he (Shift Supervisor) will ensure it is correct."
Contrary to the above, on February 13, 1981, the Shift Supervisor signed and approved an incorrect Clearance Order No. 81-42 (A) to remove 13 Residual Heat Re= oval Service Water Booster Pump from service for motor maintenance.
This order removed LA Residual Heat Removal Service Water 3ooster Pump motor heater from service rather than the 13 motor heater.
Furthermore, this Clearance Order was executed as originally written and approved.
This constitutes a Severity Level V Violation (Supplement I.E).

Corrective Steps Which Have Been Taken and Results Achieved This violation was discussed with the Shift Supervisor and Unit Operator involved. The importance of ensuring that tagouts are correct was stressed.
Corrective '_ ps Taken Which Will Be Taken to Avoid Further Violation The Inspection Report and the response will be routed to all licensed operators.
