I very much regret to inform you that I have ad to withdraw from the meeting at the University of Technology of Aachen at the end of this month.
I informed Dr. Bonnenberg of this change in a letter dated Marci.
9, 1981.
You may have heard that recent events have returned me to the Chairmanship of the U. S. Nuclear Regulatory Comission.
The NRC has a very serious problem at present with delays in licensing of a number of completed and about to be completed nuclear plants.
It is a situation to which I must devote my full attention, and it will be impossible for me to leave the
' U.
S., even for a short time, while discussions of the problem with the Congress are continuing.
I wish you great success with the Aachen meeting and with your efforts in this important work.
