FOR THE ADVANCEMENT OF BUSINESS. lNDUSTRY. AND PROFESSIONS EN THE PALMER COMMUNITY RESOLUTION WHEREAS, all of the customers in the Metropolitan Edison Company (Met-Ed) service area are dependent upon an adequate supply of electric energy today and in the future; and I

WHEREAS, dependable service to.such custoners each year demands continuing substantial investment in new facilities; and i

WHEREAS, existing investors in GPU, the parent company of Met-Ed, have lost in excess of $1 billion resultin) from the decline in the value of their common stock and lost d.vidends and the cus tomers have suffered the increased burden of veplacement power costs of approximately $120 million annua 11y', and WHEREAS, it is not reasonable (or perhaps even possible) l for the customers and the existing investors alone to share the required cleanup effort at TMI-2; and l

WHEREAS, the federal government, because of its promotion and participation in the development of the nuclear power industry and its responsibilities in connection with the cause of the accident, it is appropriate for the government to share in the TMI-2 recovery cost; and l

WHEREAS, the nuclear industry and the entire country will l

benefit from the lessons learned from the accident and federal grants l

associated with the cleanup are in essence payment for the value received from the R&D information, as contrasted to loans which ultimately will require customer revenues for replacement; and

. WHEREAS, since the accident, because of the gross receipts tax on replacement power, the Commonwealth of Pennsylvania has experienced an annual tax windfall in excess of $5 million.

NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the B. I. P. Association of Palmer Township that the federal govern-ment take all appropriate necessary action to provide for sharing of the TMI-2 recovery costs by allocating grants for the value received from the research and development information associated with the recovery and also provide a funding mechanism for a nuclear insurance program supported by the federal government and the nuclear industry; and l

BE IT FURTHER RESOLVED, that:

(1) The Commonwealth of Pennsylvania take the necessary measures to apply that portion of the 4.5% gross receipts tax applicable to replacement energy costs to the cleanup effort ra the r than the general fund; and (2) The Nuclear Regulatory Commission (NRC) expedite the regulatory process to speed up both the recovery effort of Unit #2 and the restart of Unit #1.
