4.2.3.1 Initial Calibration (continu:d) i 6 increments.

regairements shall'be included in the applicable procedure.
b)
For vessels with a throughput sl% of the te(o1 plant throughput during the inventory period and 2
handling liquors <.1 grams U/ liter (4 ppm U '5 at 4% enrichment) (prior to discard), the calibration shall be done one time only. A minimum of 6 calibration increments shall be established.
Specific requirements shall be included in the applicable procedure.
~
c) Analytical - Volumetric cailbrated g'assware is purchased calibrated to Class A tolerances. Volume uncertainties (impact only on low uran um content 8
liquids) have n? significant effect on ID or LEID.
The initial calibration of atialytical measurements is established based on standards. The standards are representative of the types of materials to which the measurement is applied. The same procedure used for process samples is used for the standard negating the need to further calibrate the volumetric glassware used in the analytical procedure. Any errors resulting from this procedure are included in the random and systematic error for the Measurement System.
4.2.3.2 Re-Calibration Measuremert systems are re-calibrated on a regular schedule based on
-type of measurement equipment, significance of the measurement to MUF, prior experience with the systems ability to maintain calibration.
Specific schedules are included in the procriures manual and/or applicable measurement procedure. Additionally, re-calibration is
'done.v! Jn required by the Measurement Control Coordinator as part of his recommendation following investigations described in Paragraph 4.5.3, Control Response.

4.2.4 Statistics for Systematic Error a
w'.
The data obtained from the standards measurements during the Ej inventory period (paragraph 4.2.2) shall be used to determine the measurement system bias and systematic error for the Oay inventory period. Ths statistical methodology applied generally follows theat described in TID 262g8 Statistical Methods in 5
Nuclear Material Control, by J. L. Jaech.-

]
.A measurement bias is the difference between t e ass gne certified value of the applicable standard and the measured N
value obtained en the standard.
In general, measurements throughout the inventory period are not bias corrected;'the m-Rb average bias'for the inventory period for each measurement i
l &- - --- --
.m
'4.2.4.1 Bias (continued)
CalculationofBias(continued) system is calculated at the end, of the period. The net bias contributinn for each measurement system is computed as the product of the " net"2 numoer of measurements made by the system during the period and the average bias determined for the system. This method of bias adjustment minimizes the effect of rounding.
The computed bias for each measurement system is used to adjust the plant ID for the inventcry period.
4.2.4.2 Systematic Error Systematic error variance shall be computed at the end of each inventory period based on standards data generated during the period.
The calculated methods described in Chapter 3, TID 26298 are the basis for this calculation, particula'rly Paragraph 3.3.2 and 3.3.3.
The calculated systematic error variance includes the uncertainty in the certified or assigned value of the standard and the round-ing error as applicable.
The applicable formulas provided in the reference are used including the distinction between the case with' bias adjustm6Mt and without bias adjustment.
1.. Net number of measurements is the algebraic sum of the number of receipts
(+) and removal (-).

6.3 Audits The Manager of fluclear Materials - Windsor or the Accountability Supervisor - Windsor will perform an annual audit of the liMM records. The audit may involve examination of all data, authorizations, accounting and reports to assure that proper accounting of Sf;M has been accomplished. A report of findings of the audit will be submitted to Management indicating corrective action required, if necessary.
