O APPENDIX A NOTICE OF VIOLATION Duke Power Company Docket Nos. 50-369 & 50-370 McGuire 1 and 2 License Nos. CPPR-83 & CPPR-84 As a result of the inspection conducted on December 3-18, 1980, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7,1980), the following violation was identified.

10 CFR 50, Appendix B, Criterion III as implemented by DPC Topical Report Duke 1-A, Section 17, Paragraph 17.1.3 requires that measures shall be established for the identification and control of design interfaces and for coordination among participating design organizations and these measures shall provide for the review, approval, release, distribution, and revision of documents involving design interfaces.

Contrary to the above, adequate measures were not established to ensure that the revised loads resulting from piping stress reanalysis were properly transmitted to the hanger / restraint drawings in that current piping loads were not compared with the original loads, LOCA loads failed to include calculations for bellows type penetrations, definitions of loads were not clear and a current list of hanger / restraints and associated loads were not maintained at the site.

This is a Severity Level V Violation (Supplement II.E).

Pursuant - to the provisions of 10 CFR 2.201, is hereby required to submit to this office within twenty-five days of the date of this Notice, a written statement or explanation in reply, including:

(1) admission or denial of the alleged. violation; (2) the reasons for the violation if admitted; (3) the corrective steps which have been taken and the.results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved. Under the authority of Section 182 of the Atomic Energy Act of 1954, as. amended, this response shall be submitted under oath or affirmation.
