SUBJECT:

DISPOSAL SITE REQUIREMENTS FOR SOLID RADWASTE Your memorandum on this subject of September 11, 1980, requested that NRR again inform reactor licensees that they must comply with the revised agreement state burial site license conditions.

In a related matter, NRR has been coordinating efforts with OIE in gathering reactor site LLW storage data. This information survey (see Enclosure 3, question 3) included data as to the licensees present capability in producing a solid waste product which meets the 1/1/81 burial criteria of less than 0.5% free water or one gallon per container, whichever is less. Over 50% of the OR licensees currently believe their solid waste processing is adequate to meet the burial site criteria. The remaining (< 50%) plan to either upgrade their existing systen or deploy a portable (mobile) solidification system until a permanent unit can be made operational.

Based on the above information we believe licensees are adequately aware of the burial site requirements and are making the necessary arragements to comply. We issued information on this subject by letter (Eisenhut to Licensees, dated January 29,1980), IE Bulletin 79-19, IE Information Notice 79-29, and more recently, May 30, 1980 IE Information Notice 80-24.

If you still feel that additional guidance is needed and can be definitive, please let us know.

One additional point concerning the solidification of spent resins and the use of high integrity containers is that this policy is currently not a requirement in any burial site license.

It was mentioned as a goal in the cover letter from South Carolina's notification to each reactor licensee.
