SUBJECT:

FRENCH REQUEST FOR COPHISSION VISIT (NOVEMBER 17, 1980)

Reference my memorandum dated September 8,1980, subject same, regarding the Monday, November 17 Comission visit of Mr. Kosciusko-Morizet. Director General of Industrial Safety for the French Ministry of Industry (MI), and Mr. Pierre Tanguy, Director of the Institute of Protection and Nuclear Safety of the French Atomic Energy Comissicr. (CEA). The visitors would like to discuss some of the following topics with the Comission on a policy level:

Current licensing activities, including issuances of construction permits, tanporary licenses, and operating licenses.

Organization for accident and incident analysis.

Evolution of rules for site selection; procedures for populated sites (Zion, Indian Point Limerick), and acceptability criteria for new sites.

The safety of PWR's and unresolved safety issues.

The safety of FBR's and current position.

Research programs; philosophy and means devoted.

How is the risk of sabotage taken into account in analysis?

i Emergency plans at sites; internal to the plants, external to the plants, and class 9 accidents.

I recomend scheduling a 30-minute session with the Chaiman and an available Conrtissioner at 11:30 a.m., to be followed by a Comission-hosted luncheon from 12:00 noon to 1:30 p.m. in the Comission Dining Room. The visitors have not requested staff-level discussions. In view of the extensive list of possible policy-level topics, please advise if the Comissioners would like senior staff attendance at the proposed meeting.

For your additional infonnation, visits are being scheduled at TMI and with the Pennsylvania state authorities on November 14, and with DOE on Monday, November 17, at 9:30 a.m. until 11:00 a.m. and in the afternoon at 3:00 p.m.

Please infom the Comission of this request 6ad advise Robert Senseney, IP (49-27788), of Comissioner participation in this visit. By copy of this memorandum EDO, OPE, OGC, NRR, IE, RES, and ELD are also being advised of the proposed visit.
