COM ISSION VISIT OF GREEK DELEGATION, OCTOBER 21, 1980 Attached for all participants is brief background information for use during the Tuesday October 21, visit of Mr. K. Dokas, President of the Greek Atomic Energy Comission (GAEC), and Dr. G. Yadigaroglu, Head of the Nuclear Regulatory Service of the GAEC. The visitors, who wish to discuss current nuclear issues, will arrive at H Street at 11:00 a.m.
for their first appointment.

Greece has two agencies involved in the development of nuclear power:
the Hellenic (Greek) Atomic Energy Commission (G.A.E.C.) and the State-owned Public Power Corporation (PPC). The G.A.E.C. includes within its structure a nuclear safety group which is evolving into a semiautonomous regulatory body. The PPC, the national electrical utility organization, is responsible for the planning, installation and operation of any nuclear units in Greece.
In anticipation of the purchase by the PPC of Greece's first nuclear power reactor, the interested agencies (GAEC, PPC), and the Greek Energy Committee, on which both GAEC and PPC members sit, have been working to define the detailed split of responsibilities in the areas of site selection, construction permits and operational limits and approvals.
With regard to the installation and operation of nuclear facilities, a Legislative Decree provides for the licenses required for the installation and operation of nuclear facilities. This decree also provides that Presidential Decrees s.all determine the procedures for the issuance of such h
licenses. According to the Legislative Decree, ministerial Acts will determine the general safety requirements and the establishment of a national authority responsible for inspecting and for ensuring the application of the safety regulations concerning the installation and operation of nuclear facilities.
This particular area of responsibility appears quite clearly destined to be assigned to the regulatory group being formed at the GAEC.
Research Center The Demn:ritos Nuclear Research Center, located outside Athens and established in Jui> i961, is the principal nuclear laboratory of the Greek AEC. The 500-acre Center is used for training, fundamental research, and the development of radiation techniques for agriculture and industry. A group at the Center also follows nuclear power reactor developments.
The Democritos Center has Greece's only nuclear reactor, a 1 MW pool-type heteoogeneous reactor, cooled and moderated by light water, and fueled with 20% enriched uranium from the U.S.
The reactor, obtained from AMF-Atomics with the aid of a $350,000 USAEC grant, achieved criticality in July 1961.
Other research facilities at Democrit s include a 0-4 MeV Van de Graaff accelerator and a 500 curie Co-60 source.
The principal groups at Democritos are the Departments of Reactors, Physics, Chemistry, Biology, Electronics, Agriculture, and Health Physics. The Institute for Nuclear Studies which provides courses in post-graduate physics and chemistry occupies a separate building but utilizes the l
equipment of the Democritos Center.

Ebasco Consultancy Services The Greek Public Power Corporation (PPC) has signed a $4 million contract with Ebasco Services to serve as a consultant on Greece's first nuclear power plant, scheduled to go into cperation in 1990. The scope of Ebasco's consultancy contract includes site selection, drafting of tender documents, tender evaluation, design, contract negotiation, construction supervision, and fuel management and control.
In addition, Ebasco is to choose five possible sites for evaluation by the utility. One possibility that has been mentioned in the Greek press is near Platanistos at the southern tip of the island of Euboea (near the mainland east of Athens).
Coooeration An Arrangement Between the U.S. NRC and the Greek Atomic Enercy Commission for tr.e F.xcnange of Tecnnical Information and Cocoeration in Nuclear Safety Matters was signed October 18, 1978.
Former Nuclear Regulatory Commissioner Ricnard T. Kennedy signed for the U.S.; current GAEC President Konstantine Dokas, for Greece.
IAEA Mission by Richard Vollmer In December 1978, Richard Vollmer visited Athens, Greece, on a 2-week IAEA safety mission. During his two-week stay, Mr. Vollmer advised the GAEC on safety regulations and guides concerning power reactor siting problems.
IAEA Mission by Seymour Weiss In February 1980, Seymour Weiss visited Athens, Greece on a two-week IAEA safety mission.
During his two-week stay, Mr. Weiss visited the Democritos Nuclear Research Reactor and advised the GAEC staff on a reexamination of the Hazards Report.
