JAPANESE VISIT REQUEST (OCTOBER 31,1980)
The Japanese Entassy has requested an NRC appointment on Friday, October 31, 1980, for Dr. M. Ishilrawa, Member of the Ministry of International Trade and industry (MITI) Advisory Comittee and Deputy Head of the Division of Nuclear Safety of the Japanese Atomic Energy Research Institute (JAERI), to discuss the following issues related to ATds:
1.
Ranking of ATdS in safety-nlated events. (Is ATds regarded as a design basis accident?)
2.
Other possible preventative measures against ATdS and evaluation of the measures.
3.
Natural circulation during ATWS.
4 Philosophical aspect of ATdS treatment from the viewpoint of analytical codes and input data selection.
5.
ATdS events and sequences considered by vendors and NRC staff.
(Any considerations for partial scram?)
6.
Reason why 10 CFR 50.48 (draft) is not as detailed as 10 CFR 50.56 (ECCS criteria).
7.
(1) Any uncertain or unresolved issues remaining?
(2) Any ideas or research programs to resolve the issues?

Infonnation on value impact analysis.
9.
NRC schedule for ATWS rulemaking.

I suggest scheduling a morning appointment from 9:30 a.m. to 12:00 noon in IP Conference Room 8308 (MNBB), with a senior representative who can cover the proposed topic on a policy level. The presentation of reports in lieu of some of the discussions is also acceptable.
If additional personal meetings are in a
order, we can consider each as its. need arises.
