SUBJECT:
RISK ASSESSENT OF REACTOR PLANTS WITHOUT SEISMICALLY QUALIFIED AUXILIARY FEEDWATER SYSTEMS Enclosed is a memorandum from R. Mattson to me dated August 8,1980, which transmitted the results of a risk assessment associated with the continued operation of pressurized water reactors which have been identified as not having seismically qualified AFW systems. We are in the pmcess of deciding what, if any, licensing actions should be taken with respect to this memorandum. This subject has been a matter discussed before the ACRS, and the Comittee has observed that the risk assessment has not been subjected to an independent peer review. I consider that your staff would be appmpriate in performing this review, and your coments are requested.
Your review and coments should include both the methodology and the appli-cability of this type of analysis to develop regulatory policy mgarding need for plant modification and acceptable periods of time to accomplish these changes. We are reviewing the design assumptions used in the risk assessment, thertfore you need not include them in your review.
Due to the high priority I am placing on resolving the concerns generated by the Mattson August 8 memorandum, your coments are requested within two weeks.
