Dear Congressman Rose:
HDenton SECY 80-1807 1 Your letter of Septenber 29, 1980, mquested that the MRC conduct a study on the effects of an oil spill near the intake structure of the Carolina Power and Light Company's Brunswick Steam Electric Plant. You requested j that we keep you infomed of our efforts with mgard to this study. Such a study was initiated by the Office of Nuclear Reactor Regulation on September 15,1980, after we were infonned of the Brunswick Energy Company's plans to build an oil refinery near the nuclear power plant on the Cape Fear River. We subsequently mquested Carolina Power and Light Company to study potential igacts of operation of the oil refinery on the safety of the Brunswick Nuclear Plant. When the study is provided by Carolina Power and Light Company its adequacy will be analyzed by the Siting Analysis Branch in the Division of Engineering. As a minimum, a review of the following areas will be performed by the Branch: 1. The impact of this new use of the waterways on safe plant operation;p E. 2. Carolina Power and Light's authority over the activities on the watemays as related to the designated exclusion area; and a: c..,- 3. Identification and evaluation of potential accidents involving h J[i hazardcus materials or activities in the vicinity of the plant. 3j The object of our study is to detennine 'ohe.ther the proposed oil refinh [.-~ =.g will adversely iwact the continued safe operation of the Brunswick facility.:!
