Cleveland Electric Illuminating Company Docket No. 50-440 f-Based on the inspection conducted on August 27-29, 1980, it appears that.
certain of your activities were in noncompliance with NRC requirements, as noted below..This item is an infraction.
10 CFR 50, Appendix B, Criterion IX, states that, " Measures shall be established to assure that special processes, including welding, heat treating, and nondestructive testing, are controlled and accomplished by qualified personnel using qualified procedures in accordance with j
applicable codes, standards, speci+fications, criteria and other special l
requirements.
I Cleveland Electric Illuminating Company PSAR Section 17, paragraph 17.1.9.1 states, in part, that ".
. Special processes to be used during the manu-facture and installation of equipment shall be established and controlled in accordance with approved procedures.
Pullman Power. Products ~(PPP) Welding Procedure No. 1T1-III-1-K1-12 dated February 5, 1979 limits the weave bead technique to five times the electrode diameter.
Contrary to the above, on August 27, 1980, the inspector established:
The cover pass of the weld bead width of the High Pressure Core a.
Spray System Weld No. 06 on Isometric drawing No. 1-E22-5 was 1 1/4" and 1/8" diameter electrodes were used.
b.
At least a pass of the weld bead width of the Residual Heat Removal System Weld No. 06 on Isometric drawing No. 1-E12-32 was between 7/8" to 1" and 3/32" diameter electrodes were used.
