i Three Mile Island Nuclear Station, Unit 1 (TMI-1)
Operating License No. DPR-50 Docket No. 50-289 IE Bulletin 80-06 Metropolitan Edison responded to the subject bulletin on July 2, 1980 (TLL 293).
Our response indicated that the valves listed in TI.L 293 would not remain in their emergency mode position upon reset of the containment isolation signal.
This determination was based on a review of the elementary diagrams. We committed to replace the control room switches to prevent this occurrence.
Further, as an interim position, we were to modify procedures to prohibit such an occurrence prior to replacing the switches.
Af ter further investigation and testing the switches in the control room which operate the listed valves, it was determined that the switches are not identical to those noted in the elementary diagrams. The presently installed switches prevent the valves from leaving their emergency mode position upon reset of the containment isolation signal. Therefore, the changes committed to in the response to Item 3 of TLL 293 are not required and will not be performed.
However, the elementary diagrams in error will be revised to reflect actual conditions and a test will be conducted to assure that the response of components are censistent with the design. The test will be conducted when plant conditions permit and is expected to be completed by February 28, 1981.
