This letter announces the conduct of an NRC Perform lice Appraisal Branch inspection at Beaver Valley Unit 1 during the period of August 18-22, 1980, in order to facilitate your making available, onsite, the personnel and records needed to properly complete the inspection effort.

The inspection is being conducted as an examination of problems identified with the Pacific Pumps used as charging and safety injection pumps.

A number of licensees with these pumps will be inspected to determine whether comon causal factors can be identified.

A more detailed listing of the items to be examined is enclosed.

SAFETY RELATED COMPONENTS A.

Discussion:

1.

General The Program Appraisal (PA) Inspections are the principal Performance Appraisal Branch input for evalusti.ng the IE Inspection Program and industru performance from a national perspective. These PA inspections are id depth inspections on a particular IE Module, Safety System, and Safety Related Component.

2.

Objective The objectives of the PA inspection for components are:

Evaluate IE ptogrammatic capability to track " Safety Related Component Quality" from inception through application.

Verify that the component has been designed, fabricated, installed, tested, operated, and maintained as required by applicable specifica-tions.

Verify that the licensee / vendor have and are implementing manage-ment controls to assure that the component fulfills its design objectives and functions.

Determine the strengths and weaknesses of the IE Inspection Program the licensee's/ vendor's programs, existing regulations, codes, and standards, as appropriate.

B.

Selection The components selected for this series of PA inspections is the centrifugal charging / safety injection pumps manufactured by Pacific Pump Division of Dresser Industries.

Other components may be selected for subsequent PA Series Inspections.

C.

Selection of Licensees It is anticipated that a minimum of five licensees, preferably one in each IE Region, who have the Pacific Pumps in their plants be inspected during this.PA Series of Inspections.

D.

Scope of Inspection The inspection of the licensee / vendor will consist of interviews with personnel and a review of the QA program and documentation associated with a particular component, to determine the adequacy of the program and if the QA programs identified component deficiencies. The inspections.will be

performed at the site by one PAB Inspector. Inspections at the Corporate Office and vendor will depend upon findings at the site.

The inspector will prepare a routine IE inspection report which documents the findings identified during the inspection.
