SLliRC 80-55, December 23. %, FSAR Review Meeting Oear Mr. Denton:

As part of a continuing effort to expedite the review of the StiUPPS OL applications, SliUPPS met with the flRC's Auxiliary Systems Branch on February 12, 1981, to review the Auxiliary Feedwater System. The face-to-face information exchange at the meeting was useful for eliminating some of tne time consuming written correspondence and some of the misun-derstanding that can occur when the review is conducted in a written format.

In our opinion, due to format improvements, the meeting with ASB was more efficient and effective than was the FSAR Chapter 8 review meeting on December 9 and 10,1980. The referenced let+,er provided an evaluation of the Chapter 8 meeting.

During the meeting with ASB, several areas were identified where supple-mental information is required in the Sl4UPPS FSAR. When this informa-tion is supplied, tne f1RC Staff should be able to write the safety evalu-ation of the SilVPPS Auxiliary Feedwater System without additional corres-pondence or meetings.

i After the discussion on tne Auxiliary Feedwater System was completed on February 12,1981, Sl10PPS discussed with the f1RC Staff the possibility of conducting the remainder of the ASB review in a similar meeting format.

It is recommended that these review meetings be scheduled.

If the f4RC agrees that the February 12, 1981 review had the preferable format, it is suggested that StiUPPS be contacted so that the additional meetings can be scheduled.

NO Even if the meetings discussed above are continued, a portion of the safety review will probably have to be conducted in the written question and answer format.

In the January 13, 1981 meeting with the Staff, Sf4UPPS l g was informed that round one questions were scheduled for issuance on February 1, 1981. To date, questions on the S14UPPS FSAR have been received from only three flRC review branches.

It is a matter of concern that unless the other branches have no need for additional information, the review 81030 50 6W-g

schedule is slipping. The licensing schedule for the SNUPPS Plants (Callaway Unit #1 and Wolf Creek) is an ambitious one to start with and there is no room for slippage without an impact on the fuel load dates.

In summary, SNUPPS continues to be willing to help to expedite the a

review. Again it is requested that more meetings be held with the ASB, or o.ther branches as appropriate, in the format of that used on February 12, 1981, and that the Staff attempt to meet its commit-ments for the issuance of requests for additional information.

Very truly yours, h e.%c Nicholas A. Petrick RLS/srz i
