Dear Mr. Keppler:

Reference (a) transmitted the subject report which noted two items in apparent noncompliance with NRC requirements.

Attached is the response to the infraction noted in the Summary of Findings section.

No response to the deficiency was required.

No proprietary information is contained in the subject report on this response.

INFRACTION j

Discussion:

The two o-rings in questions, part Nos. 232All and 232A14, were changed from safety related to non-safety related items in November of 1975.

The method used to change part No. 232A11 te non-safety related was a change order to purchase order 185717.

This change order was reviewed and approved by the Station Quality Control Engineer and the Quality Assurance Engineer.

The method used to change part No. 232A14 to non-safety related was a review of the Purchase Requisition - Card (Ceco 86-5109 2-72).

The change was documented on the requisition card by the Station Quality Control Engineer and the Quality Assurance Engineer.

The reason for the Alpha code not being removed is a paper work probicm.

In the case of part No. 232All, a code correction was requested, but it has not been completed by the Storeroom.

In the case of part No. 232A14, the Storcroom has not initiated the code correction form.

The two work request packages in questions, im 3846 and j

WR 2984, were reviewed by the Station Quality Control Department.

Because quality' control is directly involved with changing material to non-safety relatt the department was aware that the two o-rings, parts 232A11 and 232A14, were no' longer considered safety related.

This is why the absence of the two-part red tags were not questioned.

The Quality control Department is aware of the responsi-bility to review all safety related maintenance and modification packages for documentation which provides traceability of safety related parts and materials used.

Corrective Action:

The Quality Control Department has placed notes in the two work' request packages indicating that part Nos. 232All and

.232A14 had been reclassified non-safety related and "Rcg Tags" were not required.

The items will be recoded with non-safety related numbers.

A procedure will be written describing the process for charging material from safety related to non-safety related.

This procedure will be incorporated in the Dresden Warehouse Procedures by October 1, 1976.

Date of Full Compliance:

Full compliance was achieved on August 17, 1976 when the note described in Corrective Action was placed in the Work R6 quest package.
